It wouldn't have made too much of a difference in the grand scheme of things even if they did have complete visibility because of the sheer size of the horde, but they would've been able to line up their shots better if they could see the Necromorphs coming ahead of time. That, and they were completely blind once the power went off to see where to shoot their pulse rifles at. After all, I'm sure Tiedemann was aware that there was always a possibility of the Necromorphs eventually breaking into the Earthgov sector, whether Isaac helped them or not. While it was never confirmed exactly, shouldn't Earthgov have been aware of Necromorphs and how they work by this point? You'd think Tiedemann would've informed his men all the information Earthgov has on Necromorphs and how to best deal with them. You might've confused the guards' muzzleflash from their pulse rifles as flashlights. Basically all the security guards have are their pulse rifle's laser pointers, which are useless when you can't even see where the targets are to point said lasers at. So once the power is turned off all the flashlights are turned off as well. When they first spot Isaac they have floodlights that are set up into the walls, these floodlights are connected to the rest of the building's power supply, though. I rewatched the scene just now to make sure that the security guards didn't actually have individual flashlights.
